The landscape of insurance coverage has undergone significant fluctuations in the past five years due to implications from the Public Health Emergency (PHE) and new and changing policies. Enrollment in Medicaid/CHIP coverage surged due to a pause in disenrollment during the PHE. And while enrollment in Medicaid/CHIP declined after the PHE ended, Medicaid enrollment remains notably above pre-pandemic levels. Simultaneously, government subsidies have fueled growth in the individual marketplace; however, the ability to maintain current enrollment levels is closely tied to legislative decisions regarding subsidy continuation. In contrast, employer-sponsored insurance (ESI) levels have remained largely stagnant.
